while a disturbance is in progress. It is now I think con- clusively proved that the affair was entirely due to a mis- understanding, a misunderstanding acknowledged on both sides, which is being adjusted by a money present of $3 and a free pass to their homes to each of the so called mutineers, who, as one now learns, were in reality men protesting by acts of violence against an order confining them to barracks during the New Year

holidaye.

9. Your Excellency inclines to the opinion that the outbreak had a serious importance for the Colony of Hongkong,

and,
